What is an Alternative Approval Process?

The Alternative Approval Process (AAP) process allows you to indicate if you are in opposition to a proposal.  Certain agreements, bylaws (such as a borrowing bylaw or a park exchange bylaw) or other matters require permission from the electors before they can be adopted by Council.  There are two options to achieve that permission: through an AAP or through Assent Voting (formerly known as a referendum). 

Councils commonly use an AAP to gauge public opinion - it is a less expensive option than using Assent Voting and can be used whenever the legislation requires the City to obtain permission from the electors.

The Alternative Approval Process (AAP) to gain resident's permission for park land exchange begins July 27. Eligible voters in Powell River will have a 30-day period to indicate their opposition to the park land exchange bylaw, and may do so by filling out an Elector Response Form, available at City Hall as well as on the City website.

As in an election, each eligible voter is permitted one response. Completed forms must be dropped off or received by mail to City Hall by 4:30 p.m. on Friday, August 31, 2018; the City must accept original forms, and cannot accept copies of forms or ones that are emailed or faxed.

Approved Elector Response Form

Electors who DO NOT wish to have this park land exchange move forward may fill out an Elector Response Form and hand it in or mail it to City Hall. All forms must arrive by 4:30 p.m. on Friday, August 31, 2018. While multiple forms can be picked up, each elector can only submit one form, similar to elections where only one vote per eligible voter is allowed.

Completed Elector Response Forms can be mailed/dropped off: attention of the Corporate Officer, City Hall, 6910 Duncan Street, Powell River, BC V9A 1V4.

If 10% or more of eligible voters submit a valid Alternative Approval Process Electoral Response Form in opposition, the park land exchange bylaw will be brought back to determine if Council would like to proceed with the matter (i.e. through a referendum) and next steps.

"All eligible electors can print off as many Elector Response Forms they would like, pick them up, hand them out and have them returned to City Hall by 4:30 pm Friday, August 31. An individual does not have to vote in person, or return the form themselves."
