Highlights from June 7, 2018 City of Powell River Council Meeting
The following summary is provided in accordance with Council’s Strategic Priorities and is in keeping with the City’s commitment to the principles of openness, transparency and accountability.

Council Reserve Fund Policy 255 Amendment
Council voted that Council Policy 255 – Reserve Funds be approved as amended. Staff was directed to establish a reserve fund for RCMP special investigations with a funding target of $1 million. Council Policy 255 establishes a reserve fund account for the RCMP and establishes the funding target; it reduces the minimum amount for the General Fund accumulated surplus to $1,500,000; plus the delegation of authority to the Chief Financial Officer to approve contributions to reserve funds as part of the annual year-end financial review process.
 
PRISMA – 2019 Contribution Agreement
Council voted that the Contribution Agreement with Pacific Region International Summer Music Academy (PRISMA), effective 2019, be approved. The City agrees to provide PRISMA with an annual grant of $15,000 and an annual grant-in-kind of up to $35,000 for use of City facilities. The agreement has a three-year term with an option to renew for two additional years.
 
Council Policy 261 – Community Partnerships
Council voted that Council Policy 261 – Community Partnerships – Investment through Grants and Permissive Tax Exemption Policy be adopted, and that the Grant Funding Advisory Committee by acknowledged for having completed the select committee mandate as per the terms of the reference. The advisory committee has met several times over the past two years to carry out its role and responsibilities, including:
  1. Review of City Council Permissive Tax Exemption Policy 214 and Grants-in-Aid Policy 229, the use of funding from the Community Forest Reserve, and the use of the funding provided to the Council for Arts and Culture.
  2. Consider similar policies and bylaws of other communities to gather ideas for the City policies and funding supports. To consider other information relevant and appropriate as it relates to municipal grants and other funding provided to community organizations.
  3. Advise the Council’s Finance Committee on any amendments to the City’s policies and bylaws.
 
2018 Grant-in-Aid Requests
Council voted that the 2019 Grand-in-Aid cash awards be approved to community groups as recommended in the staff report dated May 24, 2018. The 2019 Council Grant-in-Aid budget has a limit of $25,000 for cash grants-in-aid and $50,000 for in-kind grants-in-aid. The City also provides through an agreement the following grants:
  1. $19,000 in cash and $20,000 of in-kind funding to the Powell River Council for Arts and Culture that oversees grant applications from local organizations pertaining to those specific functions.
  2. $15,000 in cash and $35,000 of in-kind funding to the Pacific Region International Summer Music Academy.
  3. $15,000 in cash and $25,000 of in-kind funding to the Powell River Academy of Music.
 
Report of Public Hearing
Council voted that the report of the Public Hearing held May 17, 2018, regarding City of Powell River Zoning Bylaw 2100, 2006, Amendment Bylaw 2498, 2018 and City of Powell River Zoning Bylaw 2100, 2006, Amendment Bylaw 2499, 2018 be accepted. The first Amendment Bylaw is to facilitate construction of a residential apartment building located at 4313 Alberta Avenue, changing zoning from General Commercial (C1) to Multiple Family Residential Four (RM4). The second Amendment Bylaw is to facilitate construction of a multi-family residential construction located at 4251 Westview Avenue and the lot adjacent to the east, from Single and Two Family Residential (R2) to Compact Residential (RM1).
 
City of Powell River Zoning Bylaw 2100, 2006, Amendment Bylaw 2498, 2018
Council voted that City of Powell River Zoning Bylaw 2100, 2006, Amendment Bylaw 2498, 2018, be read a third time; that the final adoption of the Amendment Bylaw be conditional upon final subdivision approval by the Approving Officer to create the proposed parcel; that the applicant be required to register a Section 219 covenant against title that would require the building to be equipped with solar ready and electric vehicle ready features as part of the initial construction; that the applicant be requested to make a voluntary amenity contribution to the affordable housing reserve fund. The Amendment Bylaw pertains to property at 4313 Alberta Avenue to facilitate construction of a residential apartment building.
 
City of Powell River Zoning Bylaw 2100, 2006, Amendment Bylaw 2499, 2018
Council voted that City of Powell River Zoning Bylaw 2100, 2006, Amendment Bylaw 2499, 2018 (Zoning Amendment 84 – Westview at Joyce Avenue) be read a third time; that final adoption of the Amendment Bylaw be conditional upon final subdivision approval by the Approving Officer to amalgamate the subject properties into a single lot; that the applicant be required to register a Section 219 covenant against title that would require the building to be equipped with solar ready and electric vehicle ready features as part of the initial construction; that the applicant be required to have a traffic impact study developed; that the applicant be requested to make a voluntary community amenity contribution to the affordable housing reserve fund.
 
South/Westview Harbour Rates and Regulations Bylaw 2512, 2018
Council defeated a motion that City of Powell River South/Westview Harbour Rates and Regulations Bylaw 2512, 2018 be read a first, second and third time. The Bylaw outlines mooring rates, electricity rates and pumping rates, plus applicable rules and regulations at the harbour. The Bylaw will be sent to staff for modification.
