Highlights from September 21, 2017 City of Powell River Council Meeting

Proclamations

  • Acting Mayor Jim Palm proclaimed September 23, 2017 as Eastern Star Day
  • Acting Mayor Jim Palm proclaimed September 24 to 30, 2017 as Muscular Dystrophy Awareness Week
  • Acting Mayor Jim Palm proclaimed October 2017 as Community Inclusion Month

Revitalization Tax Exemption Program
Council voted that City staff be directed to draft a bylaw to establish a new Revitalization Tax Exemption Program, and that the amount be set at $300,000 with a three-year term, using the area recommended in the report dated August 31, 2017 from the Chief Financial Officer. The Revitalization Tax Exemption Program applies to reduction of Catalyst Paper Corporation’s Heavy Industry tax assessment.
 
Dog Parks
Council voted that the new dog park located on Duncan Street be designated as an official City Dog Park.
 
Rezoning Application 80 – Manson Avenue
Council voted that the City of Powell River Zoning Bylaw 2100, 2006, Amendment Bylaw 2491, 2017, be read a first and second time, and that the Zoning Bylaw proceed to Public Hearing. The owner of the property has requested rezoning the parcel from RM2 Low Density Multiple Family Residential to a new comprehensive development zone to facilitate the subdivision of the property into six single-family residential lots.
 
Development Permit 202 – Santé Veritas Therapeutic
Council voted that Development Permit 202, to facilitate the redevelopment of the property located at 6270 Yew Street (formerly the Catalyst Paper Corporation administration building and a portion of the surrounding lands), for establishing a medical marijuana grow facility be approved and then issued subject to the following conditions:

  1. Submission of a detailed landscape plan and associated security deposit to the satisfaction of the Director of Planning Services
  2. Receipt of an encroachment agreement required to allow the encroachment of the proposed security fencing over the highway road dedication
  3. That the palisade fencing be green and extended further west along the southern boundary to a point where the view from Dwight Hall is of the green palisade fencing rather than chain link fencing

Agreement to offer a Chronic Illness Management Program (Brave Hearts)
Council voted to authorize the Mayor to sign an Agreement with Vancouver Coastal Health and the Tla’amin Nation for the Chronic Illness Management Program. The intended target population for this program will be community members who have recently had a heart attack, angina, coronary angioplasty or heart surgery.
 
Grant Funding Advisory Committee
The term of the Grant Funding Advisory Committee was extended until March 31, 2018.
