Highlights from November 16, 2017 City of Powell River Council Meeting

Tribal Journey Destination 2020
Drew Blaney appeared as a delegation before City Council regarding the Tla’amin Canoe Families’ bid for the Tribal Journey Destination 2020. The presentation included drumming and singing.
 
Powell River Community Forest – 2017 Fall Grant-in-Aid Recommendations
Council voted to approve grant funding in the amount of $732,863 from the Community Forest Reserve Fund to the following organizations: $175,000 to the City of Powell River for Willingdon Beach Playground upgrades; $6,000 to the Powell River Academy of Music for the Kathaumixw Choir of the World Totem, which will remain in the community; $88,220 to the Powell River Regional District for a portable air curtain burner for invasive plant disposal; $135,000 to the Powell River Kings Hockey Society for an LED or projector screen to be installed in the Hap Parker Arena; $73,080 to the Royal Canadian Legion Branch 164 for building upgrades, including accessible entrance, lighting and roof replacement; $5,563 to the Lang Bay Community Club for building upgrades, including flooring, window coverings, equipment shed and a defibrillator; $246,000 to the City of Powell River for the Powell River Airport Runway Extension Project. Also, that Council borrow, from internal surplus funds, $316,000 for the unfunded portion of the Airport Runway Project; and that interest be calculated, at the same rate payable by the City’s financial institution, on the $316,000 of internal borrowing, until such time it is repaid.
 
Proclamation
Acting Mayor Rob Southcott proclaimed November 2017 as Adoption Awareness Month in Powell River.
 
Powell River Public Library Lease
Council voted to approve a 25-year Lease Agreement between the City of Powell River and the Powell River Public Library.  The annual lease rate quoted to the Library Board for this lease space was $12.30 per square foot for 17,000 square feet of space at 6975 Alberni Street, the new library site. This equates to $209,160 per year. Under the current lease rate bylaw, this rate will increase by two per cent each year until the year 2020. There is an option in the lease to extend it an additional 25 years if both parties agree.
 
Compliance of Existing Right of Way
Council voted to forward a resolution to the Agricultural Land Commission in support of its application to permit the existing right of way and road to remain on lands that will continue to be designated as part of the Agricultural Land Reserve. The right of way and constructed road in question are located immediately southeast of the Timberlane Estates subdivision and forms the connector between upper and lower Hemlock Streets.
 
Agricultural Capability Study of Airport Surplus Lands
Council voted to spend up to $10,000 to conduct an Agricultural Capability Study of the non-Agricultural Land Reserve portions of the City’s Airport Surplus Lands, to be funded from prior year’s surplus. The study will determine the suitability of the City’s Airport Surplus Lands for the purposes of farming.
 
Age-Friendly Communities Grant Program
Council voted to approve a grant application to the 2018 Age-friendly Communities Grant Program for $25,000 and provide support for the proposed activities and overall grant management. The grant would help the City to commit to actively support, promote and work towards becoming an age-friendly community
 
Community Emergency Preparedness Fund  
Council voted to endorse an application to the Union of BC Municipalities for the Emergency Social Services funding stream of the Community Emergency Preparedness Fund; and that Council endorse the City of Powell River providing overall grant management for this project. This funding stream is intended to support eligible applicants to build local capacity to provide emergency social services through training, volunteer recruitment and retention, and the purchase of equipment.
 
Cemetery Conversion and Service Establishment Bylaw 518, 2017
Council voted to consent to the Proposed Powell River Regional District “Cemetery Conversion and Service Establishment Bylaw 518, 2017,” and instruct that the Powell River Regional District be notified accordingly. The bylaw will increase the City’s maximum requisition amount for the cemetery service to $103,000 per year, and also provides for the withdrawal of Lasqueti Island from the cemetery service.
 
Report of Public Hearing
Council voted that the report of the Public Hearing held November 2, 2017, regarding City of Powell River Zoning Bylaw 2100, 2006, Amendment Bylaw 2476, 2017, and City of Powell River Sustainable Official Community Plan Bylaw 2379, 2014, Amendment Bylaw 2477, be accepted. The bylaws pertain to allowing carriage houses to be built on specifically zoned properties in the City of Powell River.

Council gave final reading and adoption to three bylaws: City of Powell River Sustainable Official Community Plan Bylaw 2370, 2014, Amendment Bylaw 2477, 2017; City of Powell River Zoning Bylaw 2100, 2006, Amendment Bylaw 2476, 2017; City of Powell River Delegation Bylaw 2367, 2013, Amendment Bylaw 2478, 2017. All three bylaws are pertaining to allowing carriage houses to be built on specifically zoned properties in the City of Powell River.
